In July 2024, representatives from the Afghan-German Bakhtar Company and the Russian Institute of Water and Energy met with the Acting Minister of Water and Energy, Mullah Abdul Latif Mansoor, to discuss investment opportunities in the Lora Dam project. Both organizations expressed readiness to commence technical surveys and design work promptly. Minister Mansoor emphasized the importance of expediting the agreement process to initiate practical steps for the dam’s development .
